What is the weight capacity for this shoe rack?

The total weight capacity for this shoe rack is 30 lbs, since each shelf has a weight capacity of 15 lbs.

I purchased this from Macy's. The 4 pieces of wood that have the notches in them are much fatter than the opening for which they are supposed to fit in. What would be the next appropriate action?
